Cut off 3G access on iphone
I'm only going to be using my WIFI on my 3G Iphone
Which program can ENSURE that my iphone is not using background applications?

Use Bossprefs to turn off 3G.

What are the odds of me ending up getting like a $1000 dollar bill for overuse of internet
when i accidentally go from a WIFI area to a 3G area cause the wifi is gone?

YES! 
Well if you turn the 3G off via Bossprefs, you shouldn't have to worry.
You just wont have any network at all to even go on the internet.
